About

Victor TSAI (蔡國泰) has lived in France for more than fifty years. After studying French in Taiwan, he came to Paris in 1975 to study public international law at the Institut des hautes études internationales of Université Paris II.

An entrepreneur in the manufacture and sale of automated precision machinery and machine tools, he heads Victor France, the French subsidiary of the Taiwanese machine-tool maker Victor Taichung (台中精機).

Having led the Taiwanese student associations of France and of Europe, he went on to serve as President of the FTCC, of the ETCC and, from 2009 to 2010, of the WTCC, where he launched the worldwide junior chamber (WTCCJC) to bring the second generation together.

Twice a Commissioner of the Overseas Community Affairs Council (OCAC), on which he now serves as an advisor, he received the OCAC's Yushan Medal for Overseas Community Affairs (玉山僑務專業獎章) in 2019.
